WITHOUT RE-DRAWING THE ARTWORK , OR CONNECTING VIA.S

PCB123 does not allow you to swap layers for outerlayers or signal layers. If you wanted to swap internal layers that are assigned as planes you could remove the net assingments to the plane then reassign the planes to the new nets. Please contact customer support if you have any other questions.
