You can change the Board Configuration after you have started the layout. Select Design > Board Configuration shown below.

Here you can change the following board features.
  • Layer Count
  • Power Planes (only available if a multi-layer board is selected)
  • Solder Mask
  • Silk Screen (only available if solder mask is selected)
  • Material Thickness (only available on a 1 oz Cu, 2 layer board with solder mask)
  • Fished Copper Weight (only available with a .062”, 2 layer board with solder mask)
  • Lead Free (immersion silver)
  • Quantity
After selecting the desired board parameters select ok to apply the changes.

Note: When changing Finished Copper Weight to 2.5 oz PCB123 we change the default space and trace to .013”. If you later decide to switch back to 1 oz Cu PCB123 will leave the trace and space set to .013”. To adjust this you can refer to the How to set PCB123 net width and spacing post.

Does this mean you are not able to change the board size after you have started the layout on a board?

You can changed the board size, but you can't do it from the board configuration. The following forum post explains how to edit the board outline.
