Can I use a 3rd party schematic capture program with PCB123?

You can use any schematic capture program that will allow you to generate a netlist in protel or tango format. You can then import the netlist into PCB123 in either the new board wizard or by selecting Design > Netlist > Compare/Update Design from an existing PCB123 layout.
