You will need to make two footprints. One for the top and another for the bottom pads. Once you have the footprints place them on you layout.
  1. Move the top pads into position.
  2. Mouse over the footprint for the bottom layer pads, right click and select opposite side. This will mirror the footprint and place it on the bottom layer.
  3. Move the footprint into position.

Both sides of the part, top and bottom footprint will be represented on the schematic. If you don't create a symbol for the bottom pads one will be created for you on the schematic sync page. It's up to you how you want to see it on your schematic.

You probably don't need pads right up to the edge, but if you do you can ignore the warning. Pulling the pads back 10 to 20 mils will resolve the error.
