According to IPC-7711B/7721B, Rework is the act of reprocessing noncomplying articles, through the utilization of original or equivalent processing, in a style that guarantees full compliance of the article with applicable drawings or specs. Whereas a Repair is the human action of restoring the functional capacity of a defective article in a way that does not assure compliance of the article with applicable drawings or specs. Now in answer to your first query, we would determine this process a Rework. We perform this rework on a steady base.
