What you are seeing is ok. The surface mount parts are always red in this case because pads only exist for these part on the top layer which is red by default. Thanks for reporting the issue. You can just make the mounting holes non-plated or increase the annular ring to clear the drc. I will report the issue.

The DXF import/export plugin is not working in v4.1.15. The following error is diplayed
