Can the page size be set so that the application always starts with a B size sheet?

When using inner plane layers for nets, will the plane show up as a polygon? I see no indication that there is a connection to the planes in the layout or the 3d view. I do however see a bowtie on the via, is this the indication that it is associated to the plane?
